State Police at Lancaster reported a gray semi-trailer was traveling southbound on Holtwood Road, Martic Township, Lancaster County, PA. The second unit, a white Ford Ranger operated by Scott Appel, 32 of Holtwood,  PA was traveling northbound on Holdwood Road (PA 372). According to state police, the semi-trailer had ice on top of its trailer which flew off and hit Appel’s windshield, breaking through and causing minor injury to Appel. The semi-trailer continued to drive, unaware of the incident, according to state police. Appel sustained what state police classified as a “minor cut to his nose”.

Editor’s Note: The report obtained by WNUZ indicates that the driver of the semi-trailer was not charged because they continued on, but would’ve been charged with PA Vehicle Code “3721A Snow and ice removal”.  As a reminder, under Pennsylvania law, “Christine’s Law” (75 Pa. C.S. § 3720 and § 3721), requires drivers to make reasonable efforts to remove accumulated ice or snow from their entire vehicle—including the roof, hood, and trunk—within 24 hours of a winter storm’s end. Violations can result in fines of $50, or up to $1,500 if falling ice causes injury or death.
