The Pennsylvania State Police at Lancaster are investigating a theft that occurred along Singer Avenue in Paradise Township, Lancaster County, PA. The incident was reported on July 27, 2024 at 8:16 PM to PSP Lancaster. Their report indicates that an unknown actor(s) stole multiple Amazon packages valued at $111 from the victim’s front porch. The items stolen include: White/ Blue Thermometer, Child Safety Seat, 5 Pack of Toddler T-Shirts, Brown Paper Storage Bags, Pacifier and Small Glass Storage Jars.

A proposed pumped-storage hydroelectric facility for Cuffs Run near the Susquehanna River in York County has been challenged by the Chesapeake Bay Foundation.

The foundation filed a motion to intervene in the proceedings with the Federal Energy Regulatory Commission, which is considering granting a preliminary permit to build a 1.8-mile-long dam for the project.

Harry Campbell, science policy and advocacy director for the Chesapeake Bay Foundation, said they are working to stop the project in order to protect the unique Cuffs Run area and its ecological benefits for future generations.

“If approved, this project would destroy it about 580 acres of prime farmland, fields and forests, some of which have not been disturbed in about 100 years,” Campbell pointed out. “Those farms, fields and forests exist harmoniously with and in support of a plethora of plant and animal life.”

The foundation is circulating an online petition and encouraged Pennsylvanians to provide comments before Sunday.

The stream is home to naturally reproducing brook trout. Advocates worry the $2.5 billion project would also be harmful to the Susquehanna River. Campbell noted about 40 families would be displaced.

“For those who call Cuffs Run home, it’s more than just a place to live. It’s their heritage and they want it to be part of their legacy,” Campbell asserted. “This project just simply is the wrong idea in the wrong place. In order to honor that heritage and that legacy, we need to preserve this area.”

Campbell emphasized the Cuffs Run project is about 993 acres of land draining into a 2.5-mile unnamed tributary. He added in terms of stream habitat, the rocks, pebbles and woody material have been identified as among the best in the region for supporting critters living in the water.

Settlement Resolves Lifeline and Emergency Broadband Benefit Program Investigation As Well As a 2020 Enforcement Action

WASHINGTON—The Federal Communications Commission announced on November 29, 2023 that the Enforcement Bureau reached a settlement with TracFone Wireless (a Verizon subsidiary) to resolve an investigation into whether it violated the Commission’s rules for its Lifeline and/or Emergency Broadband Benefit programs.  Following its acquisition by Verizon, TracFone self-identified and reported to the Commission and the Universal Service Administrative Company certain instances in which it may have violated the Lifeline and/or EBB rules. TracFone has agreed to compliance measures and a $17,487,000 civil penalty in addition to $6,013,000 to resolve a 2020 Notice of Apparent Liability for other apparent Lifeline violations. “Whether attributable to fraud or lax internal controls, or both, we will vigorously pursue allegations of misconduct that harms critical FCC programs designed to help those most in need of communications-related services,” said Enforcement Bureau Chief Loyaan A. Egal. “This settlement sends a strong message that we are determined to protect the integrity of these programs. I want to thank the Enforcement Bureau’s Investigations and Hearings Division for its outstanding work on this matter.” The Enforcement Bureau investigated TracFone’s procedures for determining customer usage, which are critical for ensuring public funds are not subsidizing unused connections. TracFone disclosed that its internal processes resulted in Lifeline claims for customers who had not used the service in the prior 30 days, contrary to the Commission’s rules. Specifically, TracFone’s internal systems: 1) improperly considered a subscriber’s receipt of an inbound text message to constitute qualifying Lifeline usage; and 2) improperly claimed support for a group of customers who were enrolled jointly in both the Lifeline and EBB programs, but did not use one of the services in the prior 30-day period. TracFone also disclosed that a group of its field enrollment representatives used falsified tax documents to enroll subscribers in TracFone’s Lifeline and EBB services. After working with auditors, TracFone reimbursed the Universal Service Fund a total of $22,654,154 for Lifeline from January 2019 through October 2021 and also paid back $17,880,598 in EBB funds. TracFone further disclosed 79 field enrollment agents who were paid commission-based compensation tied to the number of customers enrolled, despite the Commission’s rules prohibiting such arrangements. To resolve these matters, TracFone today entered into a Consent Decree with the Enforcement Bureau in which it agreed to a series of terms and conditions for future compliance that take into consideration TracFone’s voluntary disclosures and its cooperation during the investigation. In addition, TracFone has also agreed to pay $6.013 million to resolve a 2020 NAL alleging the company claimed federal Lifeline funding for thousands of Texas customers who apparently were not eligible for the program, as well as enrollments in Florida that resulted from sales agents apparently manipulating customer data to create fake accounts. The Lifeline program provides a monthly discount of up to $9.25 on broadband and phone service for qualifying low-income consumers. Carriers participating in the program receive funds for each eligible Lifeline subscriber and must pass the savings on to those subscribers. The Lifeline program is paid for using Universal Service Fund dollars, and that money comes from fees assessed on the phone bills of American consumers and businesses. The separately funded EBB program helped lower the cost of high-speed internet and connected devices for eligible households in 2021 during the COVID-19 pandemic.

Agreement Includes $8 Million For Use Towards Community Projects Across Impacted Communities In Pennsylvania

Harrisburg, PA The Shapiro Administration has secured $100 million through a consent agreement with the Monsanto Company, Solutia INC., and Pharmacia LLC to resolve claims related to their production of products containing polychlorinated biphenyls (PCBs), which damaged waterways and other natural resources across Pennsylvania.

 

PCBs, which Congress banned in 1979, are a group of man-made organic chemicals consisting of carbon, hydrogen, and chlorine atoms. PCBs have no known taste or smell, and range in consistency from an oil to a waxy solid. PCBs can accumulate in the leaves and above-ground parts of plants and food crops. They are also taken up into the bodies of small organisms and fish. As a result, people who ingest fish may be exposed to PCBs that have bioaccumulated in the fish they are ingesting.

 

“The Department has spent years protecting Pennsylvanians from PCBs,” said DEP Secretary Rich Negrin. “By securing this settlement, DEP is holding Monsanto accountable for what it did to Pennsylvania’s water and making sure that Monsanto is paying for the work the Commonwealth has done to keep its water clean. This agreement demonstrates our commitment to protecting the rights and resources of all Pennsylvanians.”

 

The $100 million settlement recovers costs that the Commonwealth has incurred because of PCB contamination and will be used for further remediation efforts. Under the agreement, $8 million will be used specifically for the communities impacted by the spread of PCBs. That fund will be invested consistent with the Administration’s commitment to promoting environmental justice across the Commonwealth. The remaining funds will be allocated amongst the agencies that have been responsible for helping to combat PCB pollution in Pennsylvania, including the Pennsylvania Department of Environmental Protection (DEP), Pennsylvania Department of Conservation and Natural Resources (DCNR), Pennsylvania Fish and Boat Commission (PFBC), and Pennsylvania Game Commission (PGC).

 

“For decades, PCB pollution has contaminated fish in our waterways, disrupted recreational opportunities, and impaired a valuable food source for millions of Pennsylvanians,” said Tim Schaeffer, PFBC Executive Director. “On behalf of the anglers of Pennsylvania, we are proud to join our partner agencies in securing this settlement as we work to protect our cherished aquatic resources.”

(WASHINGTON) – Today, the Teamsters reached the most historic tentative agreement for workers in the history of UPS, protecting and rewarding more than 340,000 UPS Teamsters nationwide. The overwhelmingly lucrative contract raises wages for all workers, creates more full-time jobs, and includes dozens of workplace protections and improvements. The UPS Teamsters National Negotiating Committee unanimously endorsed the five-year tentative agreement.

“Rank-and-file UPS Teamsters sacrificed everything to get this country through a pandemic and enabled UPS to reap record-setting profits. Teamster labor moves America. The union went into this fight committed to winning for our members. We demanded the best contract in the history of UPS, and we got it,” said Teamsters General President Sean M. O’Brien. “UPS has put $30 billion in new money on the table as a direct result of these negotiations. We’ve changed the game, battling it out day and night to make sure our members won an agreement that pays strong wages, rewards their labor, and doesn’t require a single concession. This contract sets a new standard in the labor movement and raises the bar for all workers.”

“UPS came dangerously close to putting itself on strike, but we kept firm on our demands. In my more than 40 years in Louisville representing members at Worldport — the largest UPS hub in the country — I have never seen a national contract that levels the playing field for workers so dramatically as this one. The agreement puts more money in our members’ pockets and establishes a full range of new protections for them on the job,” said Teamsters General Secretary-Treasurer Fred Zuckerman. “We stayed focused on our members and fought like hell to get everything that full-time and part-time UPS Teamsters deserve.”

“Rank-and-file members served on the committee for the first time, so we got to show up every day to support our fellow Teamsters and share their stories,” said Brandy Harris, a part-time UPS Teamster with Local 174 in Seattle and a member of the Teamsters National Negotiating Committee. “Our hard work has paid off — from those members and leaders negotiating for more at the table to my sisters and brothers building a credible strike threat around the country. Our union was organized and we were relentless. We’ve hit every goal that UPS Teamster members wanted and asked for with this agreement. It’s a ‘yes’ vote for the most historic contract we’ve ever had.”

Highlights of the tentative 2023-2028 UPS Teamsters National Master Agreement include:

  • Historic wage increases. Existing full- and part-time UPS Teamsters will get $2.75 more per hour in 2023. Over the length of the contract, wage increases will total $7.50 per hour.
  • Existing part-timers will be raised up to no less than $21 per hour immediately, and part-time seniority workers earning more under a market rate adjustment would still receive all new general wage increases.
  • General wage increases for part-time workers will be double the amount obtained in the previous UPS Teamsters contract — and existing part-time workers will receive a 48 percent average total wage increase over the next five years.
  • Wage increases for full-timers will keep UPS Teamsters the highest paid delivery drivers in the nation, improving their average top rate to $49 per hour.
  • Current UPS Teamsters working part-time would receive longevity wage increases of up to $1.50 per hour on top of new hourly raises, compounding their earnings.
  • New part-time hires at UPS would start at $21 per hour and advance to $23 per hour.
  • All UPS Teamster drivers classified as 22.4s would be reclassified immediately to Regular Package Car Drivers and placed into seniority, ending the unfair two-tier wage system at UPS.
  • Safety and health protections, including vehicle air conditioning and cargo ventilation. UPS will equip in-cab A/C in all larger delivery vehicles, sprinter vans, and package cars purchased after Jan. 1, 2024. All cars get two fans and air induction vents in the cargo compartments.
  • All UPS Teamsters would receive Martin Luther King Day as a full holiday for the first time.
  • No more forced overtime on Teamster drivers’ days off. Drivers would keep one of two workweek schedules and could not be forced into overtime on scheduled off-days.
  • UPS Teamster part-timers will have priority to perform all seasonal support work using their own vehicles with a locked-in eight-hour guarantee. For the first time, seasonal work will be contained to five weeks only from November-December.
  • The creation of 7,500 new full-time Teamster jobs at UPS and the fulfillment of 22,500 open positions, establishing more opportunities through the life of the agreement for part-timers to transition to full-time work.
  • More than 60 total changes and improvements to the National Master Agreement — more than any other time in Teamsters history — and zero concessions from the rank-and-file.

On July 31, representatives of the 176 UPS Teamster locals in the U.S. and Puerto Rico will meet to review and recommend the tentative agreement. All UPS rank-and-file members will receive a list of improvements in the contract. Locals will conduct member meetings and Teamsters will have several weeks to vote on the offer electronically. Member voting begins August 3 and concludes August 22.

The UPS Teamsters National Master Agreement is the single largest private-sector collective bargaining agreement in North America.

(WASHINGTON) – UPS Teamsters have voted by an overwhelming 97 percent to authorize a strike, giving the union maximum leverage to win demands at the bargaining table.

The powerful vote allows the UPS Teamsters National Negotiating Committee to call a strike should UPS fail to come to terms on a strong new contract by July 31, when the union’s current National Master Agreement expires. The Teamsters represent more than 340,000 UPS package delivery drivers and warehouse logistics workers nationwide.

“This vote shows that hundreds of thousands of Teamsters are united and determined to get the best contract in our history at UPS. If this multibillion-dollar corporation fails to deliver on the contract that our hardworking members deserve, UPS will be striking itself,” said Teamsters General President Sean M. O’Brien. “The strongest leverage our members have is their labor and they are prepared to withhold it to ensure UPS acts accordingly.”

National negotiations between the Teamsters and UPS began April 17. Union representatives and rank-and-file members serve on the national negotiating committee.

The UPS Teamsters National Master Agreement is the largest private-sector contract in North America. Full- and part-time UPS Teamsters are working in lockstep for a new five-year agreement that guarantees higher wages for all workers, more full-time jobs, an end to forced overtime and harassment from management, elimination of a two-tier wage system, and protection from heat and other workplace hazards.

“This strike authorization vote sends a clear message to UPS that our members are damned and determined to take necessary action to secure a historic contract that respects their dedication and sacrifice,” said Teamsters General Secretary-Treasurer Fred Zuckerman. “Our members are the backbone of UPS, and they are the reason this corporation hauled in more than $100 billion in revenue just last year. It’s time for UPS to pay up.”
